3 arrested following pursuit across two counties

LONDON — Three individuals are facing charges following a Tuesday night pursuit that started in London and ended in Clay County.

Laurel County Sheriff John Root is reporting that Detective Taylor McDaniel made the arrests at approximately 10:56 p.m. on Highway 687 in Clay County following a traffic pursuit that started in Laurel County at Highway 638 and Hal Rogers Parkway in London after London City Police Sergeant Ryan Jackson observed a silver Dodge Charger traveling at a high rate of speed.

According to the sheriff’s office release, a check of the license plate revealed that the owner of the vehicle had two outstanding felony warrants. When the vehicle turned onto Highway 638 from Hal Rogers Parkway, it failed to signal a turn. The release states that Sgt. Jackson attempted to conduct a traffic stop on the vehicle, however it failed to stop — traveling at a high rate of speed and onto the wrong side of the roadway before being stopped the far side of Manchester on Highway 687 in Clay County.

During the use of spike strips, numerous police vehicles were damaged including those belonging to Laurel County Sheriff’s Office, Clay County Sheriff’s Office, London City Police, and Manchester City Police.

The driver — Michael Flannery, 25, of North Laurel Avenue, Corbin — was charged with speeding more than 26 mph over the speed limit; first-degree fleeing or evading police ; reckless driving; seven counts of first-degree wanton endangerment; second-degree criminal mischief; and resisting arrest.

A passenger in the Charger, Andrew Hall, 41, of North Highway 1223, Corbin, was charged with menacing and resisting arrest when, according to LCSO, he refused to exit the vehicle and briefly struggled with officers before being taken into custody.

Another passenger — Misty Vaughn, 32 of Davenport Drive, Lexington — was charged on two outstanding warrants including a Laurel District Court bench warrant charging failure to appear in court on charges of theft by unlawful taking; and third-degree criminal possession of a forged instrument. The other bench warrant charged Vaughn in Knox District Court with second-degree possession of a controlled substance and possession of drug paraphernalia.

All three individuals were lodged in the Laurel County Correctional Center.

Agencies assisting included Laurel County Sheriff’s deputies, Clay County Sheriff’s deputies, Manchester city police, London city police, and Kentucky State Police.
