Former Scranton school resource officer charged with sexual assault of minors

SCRANTON – A Scranton man faces multiple charges of rape by forcible compulsion and indecent contact with a minor after police say he had inappropriate contact with children while he was a school resource officer at West Scranton High School.

Stephen Carroll, 49, of 2902 Frink St., is accused of the crimes which occurred from 2009 to 2017, and included sending graphic text messages, engaging in oral sex and attempting anal sex with a minor.

Carroll is charged with four felony counts of unlawful contact with a minor, three counts of rape, one count of aggravated sexual assault, three counts of sexual assault and related charges.

According to the criminal complaint:

Carroll had inappropriate contact with five minors. He texted several of them, transmitting obscene images and attempting to set up sexual encounters, state police said.

He also had oral sex and inappropriate contact with several of the five.

The complaint states Carroll took advantage of his official position as a school resource officer.
