Frostburg outlines plans to fill administrator role

Jan. 11—FROSTBURG — The city of Frostburg has outlined plans to fill its soon- to-be-vacant city administrator role.

Elizabeth Stahlman will leave the post Jan. 31 to take a position as executive director of the Tri-County Council for Western Maryland. She has served as administrator since April 2019 and was the city’s community development director before that.

“I will always look fondly upon my time with the city and the many friendships that have been made,” Stahlman said Friday.

“I am excited to start in a new role, but change will be good for Frostburg, and I look forward to seeing what is to come.”

Director of Public Works Hayden Lindsey will serve as acting city administrator beginning Feb. 1, while Project Manager Lydia Claar will be acting deputy city administrator.

Both officials will also retain their current roles.

The city also announced plans for a national recruitment to permanently fill the position.

“It is expected the hiring process will take several months,” the city said in a Thursday press release.

Stahlman said her biggest achievement was helping to orchestrate the completion of the $2.8 million Frostburg Municipal Center in addition to countless infrastructural improvements.

“I cannot thank the commissioners, Mayor Todd Logsdon and former Mayor Bob Flanigan enough for their support, respect and confidence over that last 5 1/2 years,” she said.

Lindsey said he is sad to see Stahlman leave the position.

“Losing someone like Elizabeth Stahlman is tough, and replacing her can’t be done; she is one of one as a leader,” he said. “Elizabeth brought so much to the city of Frostburg.”

Lindsey said Stahlman left a “healthy culture” and “effective business” that will last beyond her tenure.
