How many Florida people have received pardons from President Biden? See the list

President Joe Biden has been busy as his days in the White House wind down.

He’s banned everything from off-shore drilling to certain hot water heaters.

In December, he commuted nearly 1,500 sentences and pardoned 39 people, including Jose Antonio Rodriguez of Coral Springs.

Here’s a list of all the pardons with Florida connections granted by Biden during his presidency, from 2021 to present, according to the U.S. Department of Justice’s Office of the Pardon Attorney.

Pardoned by Biden: John Dix Nock III

On Dec. 30, 2022, Biden issued a pardon for John Dix Nock III.

Nock had been charged with “renting and making for use, as an owner, a place for the purpose of manufacturing marijuana plants.”

He was sentenced to six months community confinement and three years of supervised release by the U.S. District Court for the Middle District of Florida.

Pardoned by Biden: Alex Nain Saab Moran

On Dec. 20, 2023, Biden issued a pardon for Alex Nain Saab Moran.

Moran had been charged in the Southern District of Florida with conspiracy to commit money laundering; laundering of monetary instruments (eight counts, dismissed without prejudice).

Conditions of the pardon included Moran would:

  • remain outside the limits of the United States, its territories, and its possessions

  • shall not commit any additional crime against the United States or in violation ofthe laws ofthe United States subsequent to the acceptance ofthis Pardon

  • shall waive and release any and all claims, demands, rights, and causes of action of whatsoever kind and nature against the United States of America, its agents, servants, and employees;

  • shall waive any and all claims to and future challenges for, and abandon any and all funds and property already seized or subject to forfeiture in the United States, related to the prosecution of offenses subject to this pardon

  • shall not accept or otherwise receive any financial benefit directly or indirectly, in any manner or amount, from any book, movie, or other publication or production, in any form or media, about his situation

The pardon said if Moran violates one or more of the above, as determined by Biden or any future president, the pardon can be voided in its entirety.

Pardoned by Biden: Beverly Denise Holcy

On April 24, 2024, Biden issued a pardon for Beverly Denise Holcy, also known as Beverly Canty. She was one of 11 pardoned in the same document.

Holcy had been charged with “knowingly, willfully, and intentionally distributing a quantity of cocaine base, commonly known as ‘crack.’ “

She was sentenced by the Middle District of Florida to 60 months imprisonment; four years of supervised release and a $1,000 fine.

Pardoned by Biden: Jose Antonio Rodriguez

On Dec. 12, 2024, Biden issued pardons for 39 people, including one Florida man, Jose Antonio Rodriguez. All 39 were pardoned in the same document.

Rodriquez had been charged with embezzlement.

He was sentenced to time served (one day of imprisonment); three years of supervised release; and a $500 fine (as amended Feb. 10, 1998).

Biden issued broad pardon for federal convictions of marijuana possession

In December 2023, Biden pardoned all American citizens with federal convictions for possession of marijuana.

“My intent by this proclamation is to pardon only the offenses of simple possession of marijuana, attempted simple possession of marijuana, or use of marijuana in violation of the Federal and D.C. laws,” Biden’s proclamation said.

“The Attorney General, acting through the Pardon Attorney, shall review all properly submitted applications for certificates of pardon and shall issue such certificates of pardon to eligible applicants in due course.”
