Caddo Parish Sheriff Henry Whitehorn Sr. has been appointed to the Southern University System Board of Supervisors by Louisiana Gov. Jeff Landry.
Whitehorn, who made history when he was elected as Caddo Parish’s first Black sheriff in 2023, will join five other new appointments to the nation’s only historically Black college and university system with campuses in Baton Rouge, New Orleans and Shreveport as well as a law school and agricultural research and extension center.
“These folks have the background and leadership necessary to help this board succeed,” Landry said. “I’m looking forward to the leadership they will provide as we continue our mission to reform Louisiana’s education system.”
Whitehorn, a graduate of Grambling State University and LSU-Shreveport, previously served as a U.S. marshal, Shreveport police chief and Louisiana State Police superintendent before being elected sheriff.

He also worked as chief administrative officer for the city of Shreveport.
Other appointments include:
Chris Masingill, chief executive of St. Tammany Corp. economic development agency;
Quincy Cawthorne, a Shreveport native who now lives in Lafayette as a partner in the law firm Doran & Cawthorne;
Reggie Abraham of Baton Rouge, a Southern graduate and operations supervisor for ExxonMobil Chemical Co.;
Donald Ray Henry, a Southern graduate and executive director of the Lafourche Basin Conservation Levee and Drainage District;
Henry holds a Bachelor of Science in Psychology from Southern University, a Bachelor of Religious Studies from Dallas Theological Seminary, and completed additional studies at LSU.
Domoine D. Rutledge, a Southern University at Baton Rouge and Southern University Law Center who is a partner and general counsel of CSRS in Baton Rouge.
