Initial investigations by Victoria Police indicate the blaze may have been deliberately lit. It was soon extinguished by fire crews.
A man was seen on a crane on top of the building when emergency services attended the scene.
The man refused to get out of the crane.
Police are currently attempting to negotiate with him.
The man was reportedly naked for some time since he was first spotted on the crane just before 2am, with Today reporting he has since put pants on.
High St has been shut and trains aren’t running between Epping and Reservoir.
