Redevelopment Commission approves amended agreement for SAICA

Jan. 15—ANDERSON — The Anderson Redevelopment Commission has approved an amended development agreement for the construction of a corrugated cardboard facility.

The Anderson Redevelopment Commission Tuesday agreed to a one-year extension of the agreement for the construction of a $130 million facility by SAICA Pack USA.

Greg Winkler, executive director of the Anderson Economic Development Department, said the extension was needed because of the death of a company official.

“They have a plant in Ohio and this would be the next U.S. plant,” Winkler said.

He said the company is in the process of purchasing property on Park Road.

Winkler said construction was originally set to start last April, but will not begin until May at the earliest.

He said production at the 350,000-square-foot plant will start in 2027. The plant will initially employ 56 people. Future employment is expected to reach 114 workers, according to city officials.

Winkler said the company is providing jobs that will pay between $75,000 and $80,000 per year.

Plans call for the widening of Park Road between 53rd and 67th streets, relocation of power lines and construction of a rail spur.

The city has received a $600,000 infrastructure grant from the state to help cover the cost of improvements to Park Road, which will include a turning lane.

Last year the Anderson City Council approved a $5.4 million bond for the company.

The Redevelopment Commission also approved $10 million in tax increment financing through a 10-year bond for the project.

SAICA has 107 facilities worldwide and employs about 10,000 people.

Winkler said the bonds will be repaid through increased property taxes on the developed land. The company is expected to pay $20 million in property taxes over the life of the bond.

Signage will direct truck traffic to travel south on Park Road to 67th Street, he noted.
