Second complaint against Rep. Daniel Grossberg advanced by Kentucky ethics commission

The Kentucky Legislative Ethics Commission voted Tuesday to investigate a second complaint made against Rep. Daniel Grossberg, consolidating it with an earlier complaint filed in July 2024.

While Grossberg’s name was not mentioned during the commission’s public meeting, members labeled the new complaint as 24-LEC-06, which The Courier Journal confirmed pertains to allegations involving Grossberg. The commission voted 8-0 to combine the complaints.

The initial complaint was brought forward by former House Democratic leaders Rachel Roberts, Cherlynn Stevenson and Derrick Graham, who accused the Louisville lawmaker of committing multiple violations of their code of ethics, including behaving inappropriately toward women and crossing ethical boundaries when buying a car from a Louisville businessman.

The complaint followed the publication of a Herald-Leader story, in which several women said Grossberg sent them “weird” and “creepy” messages. Three additional women later told the Herald-Leader the representative had sexually harassed them through texts and direct social media messages.

Complaints filed with the ethics commission are confidential until a final determination is made, according to the commission’s website. It is unclear who filed the second complaint, as well as what it alleges.

Grossberg and his attorney Anna Whites have repeatedly denied allegations made against the representative. Whites also confirmed she responded to the second ethics complaint on Grossberg’s behalf.

Despite repeated calls for him to step down, including from Gov. Andy Beshear and other high-profile Democrats, Grossberg returned to Frankfort for the start of the 2025 legislative session after running unopposed in the 2024 general election.

Grossberg has been assigned to three committees this session, despite being stripped of his interim committee assignments last summer. According to committee membership lists, Grossberg was assigned to the Banking and Insurance and Small Business and Information Technology committees, as well as the Primary and Secondary Education Committee.

Grossberg remains expelled from the House Democratic Caucus and won’t have access to its staff resources or be able to attend caucus meetings, which help shape the House Democrats’ priorities.
