Suspect charged with murder in Norwich stabbing: What police are saying

Norwich Police have issued an arrest warrant for a suspect following a homicide Friday evening.

Jhon Paul Cela-Pichisaca of 118 Baltic Rd., Norwich is accused of stabbing Nelson Chumap on Friday, Jan 10. He is facing charges of murder and carrying a dangerous weapon. Cela-Pichisaca is currently being held on $500,000 cash surety bond pending his arraignment in Norwich Superior Court.

According to Norwich Police, an unresponsive male covered in blood was transported to Backus Hospital at approximately 11:35 p.m. Upon his arrival at the hospital, Backus staff notified the police, and once officers arrived on scene, it was determined that the victim, later identified as Chumap had been stabbed.. Chumap later died from his injuries.

How it happened

Police determined that the stabbing occurred at 118 Baltic Rd., and established it as a crime scene. Cela-Pichisaca was found inside the residence placed under arrest for Assault in the 3rd Degree and Breach of Peace in the 2nd Degree. Cela-Pichisaca was identified by witnesses at the scene as being in an altercation with Chumap prior to his death.

According to the police press release, the homicide investigation continued on Saturday and Sunday, during which time detectives and officers conducted multiple interviews, seized critical evidence, including two vehicles and reviewed video. As a result of the investigation, police determined the Cela-Pichisaca was responsible for the stab wound sustained by Chumap.

Based on the evidence, the police press report stated that the stabbing was a targeted incident, and that there is not an ongoing threat to public safety.
