MARTIN COUNTY − Two South Florida men are in the local jail on multiple charges related to drug possession and fleeing law enforcement officers, according to arrest records released late this week.
Gaspar John Ramano Burnside, 26, of Coral Springs and Dquaan Judah Charles, 31, of Margate, each were booked into the Martin County Jail on Jan. 11.
The two men were in a black 2017 sedan traveling south on Florida’s Turnpike and exited onto Becker Road in Port St. Lucie, when a Florida Highway Patrol trooper tried to conduct a traffic stop because he noticed the sedan’s windshield was fully tinted and the rear bumper was protruding, according to the affidavit.
The sedan fled, making a U-turn and heading east on Southwest Becker Road. The trooper pursued.
The car traveled at a “high rate of speed,” running red lights, into Palm City, and attempted to enter Florida’s Turnpike again. An FHP trooper did a precision immobilization technique, known as a PIT maneuver, which is when law enforcement forces a driver to lose control and stop the vehicle.
The passenger of the sedan, Charles, exited and began running while the sedan’s driver, Burnside, drove the wrong way, fleeing troopers, according to the report.
Charles ran into traffic and jumped over a tractor trailer that was parked on the overpass. A pursuing trooper grabbed Charles’ shirt and told him he’d be Tased if he continued to flee.
That’s when Charles keep running and FHP K9 Uno was given the command to apprehend Charles. Uno caught him by the arm, and the trooper handcuffed Charles.
Martin County Fire Rescue arrived and treated Charles on site and took him to a hospital for further treatment.
Meanwhile, an FHP sergeant pursued Burnside into Palm Beach County. Martin County Sheriff’s Office Units had joined the pursuit earlier, but because of heavy traffic and risk to the public, law enforcement disengaged from the pursuit but continued to provide helicopter support to maintain visual contact with the sedan.
Burnside hit a dead end, jumped from the car and ran. The MCSO air unit witnessed him trespassing on multiple properties and dumping a baggie of what later was determined to be Oxycodone into the Intracoastal Waterway. The sergeant followed him, Tased him and arrested him, according to the arrest report.
When more FHP troopers arrived, they found multiple bags of marijuana, crack cocaine, and more than a hundred pills inside the sedan, according to the report.
Burnside was charged with aggravated fleeing a law enforcement officer while causing property damage or injury, and a number of drug-related charges, according to his Florida Highway Patrol arrest report. He is in the Martin County Jail on $745,000 bond.
Charles was charged with intent to sell, manufacture or deliver cocaine, intent to sell, manufacture or deliver cannabis, five counts of possessing a controlled substance without prescription, and resisting an officer without violence, according to his Florida Highway Patrol arrest report. He is in the Martin County Jail on $575,000 bond.
